El gobierno del dato es el ejercicio de autoridad y control sobre la gestión de los datos de una organización: define quién es responsable de cada dato, con qué calidad debe mantenerse, quién puede acceder a él y bajo qué políticas se usa.Data Governance is the exercise of authority and control over how an organization manages its data: it defines who is accountable for each data asset, the quality it must be kept at, who can access it and under which policies it is used.
Dicho en términos de negocio: es lo que convierte los datos de "algo que tenemos por todas partes" en "un activo del que nos fiamos para decidir". Sin gobierno, cada departamento mantiene su propia versión de la verdad, los informes de dos áreas no cuadran nunca, nadie sabe qué dato es el bueno y los proyectos de analítica e IA se construyen sobre arena.In business terms: it is what turns data from "something we have lying everywhere" into "an asset we trust to make decisions". Without governance, every department keeps its own version of the truth, reports from two areas never match, nobody knows which figure is the right one, and analytics and AI projects get built on sand.
Tras años implantando programas de gobierno del dato en organizaciones de todo tipo, nuestra conclusión es incómoda pero consistente: el gobierno del dato fracasa por personas, no por tecnología. Por eso todo programa serio empieza por el modelo operativo, los roles (data owners, data stewards) y los incentivos, y solo después llega la herramienta.After years implementing Data Governance programs in all kinds of organizations, our conclusion is uncomfortable but consistent: Data Governance fails because of people, not technology. The failure pattern is always the same: an expensive tool is bought, a thousand tables get cataloged in the first quarter, and six months later the catalog is out of date because nobody has the accountability, or the allocated time, to maintain it. That is why every serious program starts with the operating model, the roles (data owners, data stewards) and the incentives, and only then reaches for the tool.

El DAMA-DMBOK (Data Management Body of Knowledge) es el marco de referencia internacional de la gestión de datos, publicado por DAMA International. Si el gobierno del dato es el "qué", el DAMA-DMBOK es el mapa completo del territorio. Sus áreas de conocimiento cubren, entre otras: arquitectura de datos, modelado y diseño, almacenamiento y operaciones, seguridad, integración e interoperabilidad, gestión documental y de contenido, datos maestros y de referencia, data warehousing y BI, metadatos, y calidad del dato. The well-known DAMA wheel represents them with Data Governance at the center, and that position is not decorative: it means governance runs through and coordinates all the others.

Los metadatos son los datos sobre los datos: qué significa cada campo, de dónde viene, quién es su responsable y por dónde ha pasado. Se gestionan con diccionarios de datos, glosarios de negocio, catálogos y linaje de datos.Metadata is data about data: what each field means, where it comes from, who is accountable for it and where it has been. It is managed with data dictionaries, business glossaries, catalogs and data lineage.
Es el área menos glamurosa y la más determinante. Sin metadatos gestionados, el gobierno del dato es una declaración de intenciones: puedes decir que el dato "cliente activo" tiene un responsable, pero si nadie ha documentado qué significa exactamente "activo" (¿compró este año?, ¿tiene contrato vigente?), cada informe usará su propia definición. Las piezas básicas: el glosario de negocio (definiciones acordadas), el diccionario de datos (estructura técnica), el catálogo (dónde está cada dato y quién lo gobierna) y el linaje (por dónde ha pasado el dato desde el origen hasta el informe, imprescindible para auditorías y para depurar errores).It is the least glamorous area and the most decisive one. Without managed metadata, Data Governance is a statement of intent: you can say the "active customer" field has an owner, but if nobody has documented what "active" exactly means (bought this year? has a live contract?), every report will use its own definition. The basic pieces: the business glossary (agreed definitions), the data dictionary (technical structure), the catalog (where each data asset lives and who governs it) and lineage (where the data has travelled from source to report, essential for audits and for debugging errors).

Del gobierno del dato a la gobernanza de la IAFrom Data Governance to AI Governance
El gobierno del dato es el prerrequisito de la gobernanza de la IA: no hay IA gobernada sobre datos sin gobernar. El EU AI Act lo convierte además en obligación legal indirecta, al exigir gobernanza y calidad de los datos de entrenamiento para los sistemas de alto riesgo (artículo 10).Data Governance is the prerequisite for AI Governance: there is no governed AI on ungoverned data. The EU AI Act also turns it into an indirect legal obligation, by requiring governance and quality of training data for high-risk systems (article 10).
Esta es la evolución natural de la disciplina, y también la de Data Universe: empezamos formando en gobierno del dato y hoy formamos también en gobernanza de la IA, porque el mercado ha hecho exactamente ese recorrido.
